A Message from the Department of Teaching and Learning
Bellingham Public Schools is accepting referrals for currently enrolled Bellingham Public Schools students to be assessed for Highly Capable Learner (HCL) eligibility. The referral window is open until Friday, Oct. 31, 2025.
Students eligible for Highly Capable services are those who perform or show the potential for performing at significantly advanced academic levels when compared to others of their age, experiences or environments.
Teachers, parents or community members may refer any student for assessment; middle and high school students may also refer themselves. To ensure equitable access for testing and consideration, all second-grade students will automatically be screened in November and December 2025 and sixth grade students were screened this fall, so no referral is needed for grades 2 and 6.
To refer a student for assessment, please complete the highly capable referral form on the HCL referral website. The form is available in both English and Spanish.
Referral forms must be received on or before October 31, 2025 for potential eligibility in the 2025-26 school year. Portfolio collection and assessment for referred students will take place in November through January of this academic year.
